Controller says wins 310 that mean winds are blowing toward 310 or coming out of 310? Thank you in advance for someone to help an old guy lol

310 shows your wind‑direction index. It tells you which direction the wind is blowing toward your aircraft. The number next to it stands for wind speed. Wish you a good flight!
