there is a schedule for VIDP
There is no guarantee that an airport on the schedule will have ATC, it’s all up to IFATC who choose to control

IFATC can control any airport at any time. They are not forced to control VIDP like said on the schedule.

Welcome to the expert server where pilots adhere to the rules and fly professionally. In regards to your question, as others said, that ATC team of expert server are free to control any airport in the world irrespective of the one listed on schedule. Hope this answers your question.
