Why there 23L Runway @ NZAA

There only one runway at NZAA which is 23L, wait 23 Left? There no 23R, doesn’t make sense for me. Do everyone know why?

23R is taxiway Bravo in real life. It is used as a backup when 23L is closed for whatever reason.

It’s used as a taxiway. We removed 23R a while ago.
