The aircraft has not been released, but it has been confirmed to be released in a future update when it is ready. When an aircraft is confirmed then people will make livery requests which is why you see so many for the A320 and A321 Neos

A recent WIP shot of the cockpit was posted a few days ago along with them stating the A321neo is planned for after the regular A320neo
And once an aircraft is confirmed to come into the game, than livery requests are permitted

Highly doubtful. The MAX is already in Beta, and the Neo was just started.
