Why do the runways at Bogotá say 13 instead of 14 in procedures?

Runways are supposed to be 14L&R but on the procedures page they are 13L&R

The runways are 14L/14R in real life and in IF. However given the procedures outside the US are from 2021, they still have the old runway numbers.

The procedures work just fine - they are just labelled wrong.

I guess the procedure works the same for both. Its just the number difference!
