While I was searching up airlines to change my callsign, I noticed that there was a Mahan Air callsign but no plane has a livery of it? Is my airplane liveries not popping up or is it something else?

We actually have quite a few callsigns that don’t have a matching livery in-app. Now, I’m not 100% sure why this is, but I can give you a guess.
I would suggest this is because it allows us users to fly the airlines we love, with their callsigns, without the need for the livery to be present in-app. It provides us with more options, and would be the next-best-thing for those wanting to fly a route, operated by an airline who’s livery isn’t in-app as of yet.

Yes. As @Adam said, there are some callsigns present which don’t have liveries available. This is because it’s much easier to add the callsigns than the liveries. That way people can use generic liveries of planes flown by a certain airline, but can still use the correct callsign, and thus approach realism as much as possible without adding every livery possible
