best summary tmho:
Beacon Lights: always ON, since it’s not possible to turn off the engines
Navigation Lights: always ON with bad visibility and during night, you can turn them off with good visibility and daylight while you are standing at the parking spot
Strobe Lights: ON during the whole flight and when crossing a runway
Landing Lights: ON below 10.000 ft and when crossing a runway. I personally turn them off while taxiing

Basically to answer your question strobes only go on when entering the runway, and only come off when you are exiting the runway after landinng.
Landing lights go on when entering the runway then come off once above 10,000ft. When descending below 10,000ft landing lights go back on and remain on until exiting the runway after landing.

Please use the white strobe lights correctly, it makes a big difference.
The strobes are used only:
if an aircraft is crossing a runway (e.g. to taxi to the take off rwy)
if an aircraft enters a runway for take off after receiving the line up or take off clearance
if in flight until vacating the runway after landing

its been a while since I posted a tutorial regarding these items.
I just return from a flight on the Advance server with several landings and take offs on a busy airport, I would say:
15 out of 30 aircraft did use the landing lights correctly
but
only 3 out of 30 did use the Strobes correctly:-(
