What you going to do if aircraft is show up in front of aircraft that taxing?

Like especially KUNC this happen a lot and in real aviation of course that never happen, but it’s does happen in IF… Anyway, what are you going to do that is occur when you are ATC and controlling ground?Please post your opinion or procedure.
it’s very depends on what is situations are…that what am I going to instruct but most of a time I am same as Captain_DJ’s procedure:)

Say to the aircraft taxiing “Give way to aircraft ahead” or “Hold Position”.

with hold position, once the aircraft in front starts to taxi, say to the aircraft holding position “continue taxi” followed up by “give way to aircraft ahead”
