What units are this chart using?

Is this chart units in meters or feet? Does the ’ next to the number mean it uses meters or feet?

Those are minimums based on the aircraft you’re flying (in this case Class Charlie or Delta).

Altitudes normally I feet and distances in Nautical Miles (NM).

Some altitudes on this chart seem to be in meters (those marked with a m).

Nonetheless some countries use meters for the altitudes (e.g. China). I am not sure how the units are written on their charts.

Looks like it’s telling you the minimum visibility in meters. China and a couple others use metric system in aviation.
