In some cases overwing exits can make pretty hilarious sounds. I heard it in the E190 a couple of times, it appears during takeoff and landing and is caused by small distortions of the cabin.
Yes - the noise you’re heading at 46:17 is the flaps extending. If you look carefully, you’ll see them move just the slightest bit. They are already down sightly and then move to another position. You can hear it again at 48:17.
