What is this or why does this happen in ATC Playground?

Sometimes it happens when I log in or sometimes it will happen after already being in the position. Even when I click on the ATC on the lower left and back to tower. It will just stay on a tower view, and not give me my radar back. I’m not able to give commands, but able to still receive them.

Is this normal or a bug?

Attention to the “(obs.)”. It means this frequency is occupied by someone else. At this time you can hear ATC voices but you can’t control.
