No, it’s SFC - 3000 (in this instance) in the ring around the airport. If you click it shows all the information!

SFC = Surface ( the ground ) So the TFR referenced there is from the SFC to 3000FT… While in place you cannot enter the area outlined at or below 3000Ft.

Easiest time to see this is to know where the president will be while he travels.

If you are in general aviation and you bust it, be ready to be intercepted by f16s and be met by the friendly fbi once you are on the ground.
