Is that the fire bottle for the cargo area?
When you mean the black handle engaged to the left in the center, that’s the APU Disch handle, to extinguish fire in the APU. Strange, that it’s engaged. Did you have some APU fire?

PS: The two smaller buttons right from that handle are the cargo fire extinguisher bottles for discharge.
