For this forum. Meaning, what can the devs edit in forum settings?
There are lots of different site settings they can modify. Trust levels, badges, groups, icons, plugins, word filters, automated emails, are all examples of what they can edit. I would give you the whole list, but my localhost Discourse instance is having some Ruby versioning issues.
Can another mod?
Pretty sure Cameron has one, but he’s asleep as this time. I’ll get you one within 30 minutes. :)

Sorry about the that. One of the assets development Discourses uses, Rbenv to be specific, went down last night, so I was unable to update it to the latest version. Hopefully they’ll fix it sometime today.

There’s the admin panel. This isn’t my screenshot so they cropped out all the actual admin material. But I’ll give you the run-down nonetheless:
Dashboard - Shows the site’s usage stats, popular links, top referrers, etc.
Settings - All site settings. Trust levels, categories, etc.
Users - Shows all the users on the forum with detailed stats.
Badges - Interface to create badges, change badge names, edit the queries, etc.
Groups - Such as the moderators group, admins group. Not used very much.
Email - Configuration of automated emails.
Flags - Where all the flags are kept.
Logs - All staff actions get logged.
Customize - Configuration of icons and colors for the forum.
API - Used for plugins and such.
Backups - This is what happens when the site goes to “read-only mode”. It backups the site.
