Oceanic track ?
This is a track waypoint. The placement looks a little off so it may be an error in the waypoint of the tracks.
These tracks are commonly found as transoceanic or transcontinental tracks.

That looks like a track that is out of place. It looks like part of an oceanic track that is out of place!
Looks like a glitch I don’t know if you can move this to support or maybe get a mod to move it so the navigation people can fix that. Nice catch!
