for mobile(Android) i use photoshop express and picsart but before I use them on a computer using photoshop

Hello, this isn’t really support but I don’t know what to put it in 😬. Does anyone know a good photo editor for mobile/computer where you can edit in gear tilt, wingflex, clouds etc? I’m kinda a noob about this stuff 😂. Thanks
