What are the prerequisites to create a valid virtual organisation?

Me and my boys where talking when we talked about the way to create and validate a VO.
*Disclaimer: This is just a factice case I am NOT interested in creating a Virtual Organisation so don’t hate pls :) *

So I’m a casual player who wants to create a VO but I don’t know what are the points to get right and who I need to consult to get my VO validated. Send help

Remember I don’t know anything and I am just curious about the way we get to create a VO ^^
