ATC opens the airport according to own ideas. Even if 10 planes are expected to arrive, it will still be boring to open it.

Staffed ATC isn’t a set thing (outside of IFATC). It is real people who staff the ATC and they have personal lives. It is also up to those people to choose on where to staff. (E.g.) Even if there are 50 planes at london and it isn’t staffed, if a person logs on to be atc, they don’t HAVE to go to london, its up to them on where to staff.

We have hundreds of volunteers that take time out of their day to control. Not every airport can be staffed if there are more than 10 arrivals. As linked above, IFATC is open for recruitment to expand the operation further.
