Why there are weird approches at VTBS which does not align with runways number . Is that a numbering bug?
Not quite. The procedures for VTBS are from 2021 (as is the entire navigation database outside of the US), before the runways changed numbers.
However the procedures and the ILS frequencies are still perfectly functional.
There are 2 runways with ILS i.e 1 and 02R ,but the approach procedures does not have ils for these runway specifically but have 01L ILS and 01R ILS and there is no ILS procedure for 02R ILS approach .
VTBS used to have 2 runways until not that long ago:
01L/19R (now 02R/20L)
01R/19L (now 01/19)
Runway 02L/20R is new.
The procedures will be labelled for the old 01L/19R and 01R/19L.
The ILS frequencies themselves still function normally - you can use APPR just fine where available, etc.
