Unprofessional ATC?

Hello everybody

I completed a flight from TNCM. Due to heavy traffic, I had to wait quite a while in line, so I decided to do some spotting, when I witnessed this:

As you can see, there are two aircraft: A 737 back taxiing and a C208 departing from the opposite side. The 208 overflew the 737 just 100ft above. ATC gave immediate T/O clearance to the departing 208, with traffic on final and the 737 on the runway. I doubt that’s a real world procedure, and I don’t remember seeing this in the ATC manual. I do have the user’s username, but I will keep them anonymous unless I get asked by a moderator to do so. If I said anything wrong, please correct me.

Could you let us know if you were flying on the Expert Server (ES) or the Training Server (TS)?

This was on the Expert Server, apologies for not specifying.

PS: I re-checked the replay file, and I mistakenly said “immediately”. ATC gave a normal T/O clearance. Apologies for that.
