Unable to join IFATC

So hi, I may know this isn’t really a technical issue but it is bothering me to the fact that I can’t join IFATC when I’m literally in Grade, with a total of 1,044 Operations as a ATC.

Each time I try recruiting over and over it says “You must be at least Grade 3 to join IFATC”. I don’t know what to do anymore cause it’s so frustrating. Please help
