This is because your a basic user, thus you cannot do so. Contribute to the forums in a positive manner, by commenting on topics, like posts/topics. To answer your question, yes, they are safe, if you use it appropriately.

I cant really comment on ultralights all that much,but I have a feeling they can be dangerous in busy airspace and if you dont know how to use it properly.
