I was controlling in kmia and there were grade 1s requesting transitions like if they were requesting an altitude change.

There is nothing you can do about training server. The only thing u can do is hope for the best and prepare for the worst

pilots are inexperienced there so basically nothing u can do except fly on expert server for most realism

There is nothing wrong with asking for a transition. This has nothing to do with it being on the Training server. Read this for reference:

5 miles and 5,000 feet AGL has always been the standard for some time now. Call it the 5/5 rule for easy remembrance, as the whole three rings thing tends to confuse a lot of people.

Also, giving a transition at the airspace ceiling is pointless, as you’re effectively denying the transition in the first place. Unless you don’t want the aircraft flying though it… no bueno.
