Hi everybody, I have a question about ATC, when u are telling an aircraft “transition approved at or above 2500ft” is this agl? Or not?

Short answer is that it is in MSL.

It is measured MSL. Add the airport elevation on top of 2500 and that’s the transition elevation you should give.
