I did my research,
It first flew on 17th July 1989 and was inteoduced in April 1997 and is still In service.
The main user is the United States Air Force
They were produced from 1987ā2000
Maximum speed is mach 0.95, cruise speed is mach 0.85
It has a service ceiling of 50,000ft

Honestly if you have millions or billions of dollars the government will let you pretty much buy anything as long as you pay them too.
Those arnt nuclear capable. Or stealth.
