What exactly is the necessity to create a new topic?

If moderators granted permission to create the competition to begin with, isn’t that a waiver for the 10 photos rule?

They gave him permission to do it this way. Not sure how making more than one topic is any different than one topic with more than 10 pictures. I’m surprised they haven’t found a solution to this issue from Summer
