What is The difference between a Virtual Airline and a Virtual Organization?
A Virtual Airline is based off a real life airline and usually but not always has a ranking structure in regards to flight hours and aircraft that each rank is able to fly. A virtual airline also tends to mimic and operate routes of their real life airline counterparts.
A Virtual Organisation is pretty similar to a Virtual Airline but has more of a club feel. For example Infinite Flight General Aviation Club, where there is no rank structure or main HUB, you have the freedom to fly wherever you please.

VA is corporate structure, while VO are more of a community
Adding on to @Declan’s incredible post, Virtual Organizations give you more freedom and creativity for what you want to do, if you want to create something different, choose a VO.

Or now a days where there is simply not many actual airlines to pick you could easily choose your fleet with plain liveries and come up with something unique
