Maybe because the 747 hasn’t changed much during its 48 year career.

747-8 is a dead aircraft. I’m sorty to be blunt but the market dictates
the 747-8 is a good aircraft (based on reviews of test pilot and flying it in IF) but markets…sigh

The 777’s efficiency with 2 engines makes it a better choice for most airlines. ETOPS has effectively killed the market for the 747-8i. Cargo market is a different animal.
Sad truth but aircraft like the 777 killed it. And it doesn’t help the 380 came around as well. Boeing might be putting another aircraft to sleep along with their 707, 757 and 767. They need to make a double/triple decker fuel efficient plane to bring back the Aircraft which succeeded much better.
They could use the new metal so that it can take off on runways less then 5000ft.
748 never reached Boeing´s claims of effeciecny. Why get an revamped outdated aircraft with four engines if you can get a more efficient aircraft with two?
