Near the cities of Myoko and Joetsu in Niigata prefecture.
Instantly knew it was in Niigata because of Sado Island in the background, after that it was just crawling near the coastline until I found the two hills that match. You can also tell because the big city of Niigata is in the background,

I remember there was a YouTuber, he would find the real location just through photos. Including old photos.
