Strobes and wing light on while crossing runways

When I go spotting or flying I see the pilots turn on their strobes and wing light on while crossing runways is it required by the FAA to do that?

I think they’re only used a night AFAIK. It serves as a visual aid for aircraft who are approaching the runway to land.

Basically yes, all lights should be on when entering the runway.
