Speed during approach question

Example: Im approaching an airport with the A320, the final approach speed is 140 kts, the question is, that 140 have to be IAS or GS during the approach.

140 would be an optimal IAS.

Almost always when talking about speed you are referring to IAS

You should always use IAS as a reference as GS can vary with winds.

Hope this helps a lil bit but I would always use IAS as said above reason being if you were flying at 140 kts ground speed and for some reason were to have a 140 kts tail wind you would fall out of the sky as you have no air flow over the wings
( long story short air speed affects plane performance not ground speed)

It can vary with the winds as sometimes with some kinds of winds your approach speed in an A320 can easily get up to 150 knots. But your load can also have an effect as if you are about three quarters loaded up you can stall out on final with 140 knots approach speed
