If a feature reaches 50+ votes - it’s to be looked at by the Dev team
If a feature reaches 100+ votes -its to be discussed by the Dev team.
If a feature reaches 150+ votes - it’s to be considered by the Dev team.
If a feature reaches 200+ votes - a statement is to be put out regarding if this feature is going to come in an update or if it will be put on a checklist for the near future.
This is simply to keep the features category up-to-date and to keep people reassured about their suggestion.
For those in the uk, this system is like that of petitions.

Even with the old like system the more likes something had never meant it got added, take the BA B77W for example. They will also decide themselves not just on what we think.
The only feature I’ll even consider voting on was having missiles, but those were turned down a while ago, unfortunately. As for this, there shouldn’t be a rigid system to follow, let them just go with the flow. Rude those waves duuude. 🙄☻
That’s not the point. I doubt you’ll system will be put in place, and even if it where, that was to show you the little amount of topics that have those votes (which is a good thing). I am sure they already have their own system in place.
We have said many times that since we are building a simulator, we want all features and make them as realistic as possible. It is hard to find a feature (not talking about aircraft/livery requests here) that has been requested that we haven’t talked about internally.
It all comes down to time, resource (money) and data (do we have access to accurate information to implement a feature and make it realistic). The feature category is something we look at when deciding on features but it is not the only one.
We do; though I suspect the current top voted features got there because ppl didn’t realize votes were limited and it got attention right when we switched to the new system.
I’m sure that there are many things that the Dev team would love to add which, as Philippe said, have probably already been discussed internally like you are suggesting. But as with anything, I’m sure it’s simply a matter of time, expenses, and resources though as previously mentioned.
