Is the result the same after you remove the cable from over your screen?
Sometimes it works, sometimes it doesn’t
That’s rather vague. Can you try moving the white cable seen in the video aside, and then try recording a video of interacting with the screen in a similar way again?

I’m experiencing the same issue on my device (iPad Air 3rd Gen, iPadOS 17.6.1), and it started even before the latest update. However, it has worsened since updating. A similar issue has been reported in this topic: Touches Not Registering.
Interestingly, in my case, this problem only occurs when I’m flying in IF. I don’t encounter it when I’m controlling ATC or using other apps.
