ATC can not be requested for Expert Server, as controllers have to stay open for a time minimum, so it’s hard to accommodate a single plane. hope this helps!
Looking at RKSI rn - there is 1 person on the ground (which appears to be you) and 2 inbounds in the next hour.

We have to control an airport like RKSI for a minimum of 1 hour. 4 (maybe 5) planes in that hour just isn’t that appealing. Most of the hour would likely be spent just sitting around waiting (which is really boring). We control in our free time - so we like that controlling session to be productive.
Yes some more planes may spawn in while we are controlling, but naturally that’s not a certainty. Given the hub today is in Atlanta (on the other side of the planet) - people are likely to do flights to/from there or airports close by.

We can’t start accepting requests from everyone, as that would be impossible with the amount of IFATC we have. We try to provide the best service to the majority of the players. And opening an airport for 3 planes just isn’t worth it since as Benny said we need to stay open for a minimum time. This would cause us to just sit there… in silence, because 1 or 2 aircraft need ATC for 5 minutes.
It just isn’t worth it.
I completely agree with Benny on this.
