I bought all the planes in an android phone, but I changed the device to an IOS and bought the game again, it has how to resurface the planes that I bought on the android phone?
You can’t restore purchases from Android to iOS (or vice versa). The only thing you can restore is a live account. Individual purchases are not transferable.

Just like if you have a Xbox, with games then get a PlayStation, you have to buy new copies of the same games for the PlayStation. Same here with Android and iOS.

They should have it where people can just use there email address and password ie google or apple account to get there purchase on other devices

Why would they do that? You’d basically be asking GooglePlay and iTunes to share their profits. There’s no chance of that happening, they are competitors.
