Requested visual approach

I was departed from Hongkong intl airport,then tower said “contact approach”.
Then i checked in to approach for initial contact,
approach said “radar contact”.
After couple of minutes ago,i requested visual approach for runway 13 for kai-tak airport.but approach said plz check users guide…then i kicked out from ex server.The reason was “unable to communicate”.
I filed flight plan for kai-tak,what was the wrong of these?

Read the TFR (the red ring) at Kai Tak (VHHX) - it says flights between VHHH-VHHX are not allowed.
