What is the minimum amount of operations you need to report a user on ATC?

You cannot report pilots on training server. Only expert server controllers have that privlage.

The only think you can get on training are violations, controllers can not report :)

To answer your question, only the members of the IFATC can Report or ghost other users if necessary only on the Expert Server. Unfortunately you cannot report anyone on the Training Server.
