How can I get up to the level where I can report pilots who refuse correct ATC instruction and become an ATC on expert server.
PS: I am grade 3 pilot.

you can’t report user on training because a lot of them just don’t know and do whatever they want but if you want to control on expert look here

Unfortunately you can’t report on TS, TS is where pilots are still learning many things related to flying, etc… so don’t expect them to follow instructions.
