Why not just bring back the old system?
Votes can be saved for other things than just liveries of a aircraft you voted on

I see 3 votes for the Concorde infinite flight livery
3 votes are kicked out from users reserve, it would nice if they can keep those votes for a feature more important (aircraft etc)

Livery requests are great - I don’t think there is anything wrong with the current system (apart from the new voting thing, which I hate)

Because of that i could vote 6 liveries that I really want and then I don’t have more votes… Ridiculous

It’s in order so that people don’t just like it, when they want something they have have to like it a lot to vote for it.

This feature concerns votes features, not the aircraft/livery request thing first.
