What is the frequency of liveries addition? Do they get released with major updates like an aircraft rework? Would love to see some more cargo liveries!

Liveries get added when they do.
Now an actual answer :) :
Liveries sometimes get added. You can see all the info on what is added here: Development Timeline and you’ll see that it is sometimes more frequent than other times. Liveries mostly get relased with new aircraft/patches/reworks.
If you have a specific livery in mind you can always request one in the Features category if you are TL2.

I’d say every update usually comes with quite a few new liveries on different aircraft
