I personally have been voting for different aircraft that I would love to see in IF and the question that popped out to me is how many votes does a recommended aircraft need to attain to be seriously considered. This applies to re-works aswell, don’t get me wrong as I know developers work really hard and have made to amazing leaps and improvements to the sim. But I couldn’t help but think what does it take for an aircraft to get recognised, I fly with GAF and personally would love to see the Typhoon one day make it into the sim.

No, you cannot reverse the thrust outside of normal parameters. It is automatically stowed below 30 knots ground speed, and you cannot deploy it midair, which makes tactical approaches very difficult. The C-130, however, is fully capable of deploying reverse thrust midair and on the ground below 30 knots.
Regarding your initial question about votes, there is no specific quota that must be met for a feature request to be added to the sim. I’ve seen livery requests with under 30 votes get added, while others with nearly 2,000 votes, like the 747 rework, still haven’t been announced. It honestly depends on what the developers want. At the end of the day, it doesn’t matter what the community votes for—it matters what the staff and developers decide, with some input from the community.
If you asked people whether they’d rather have a 737 MAX 8 and A320neo or a full rework of the 747 and 767 families, I’d be willing to bet most would vote for the rework over new aircraft.
So, in summary, vote for whatever you’d like—it might get added, or it might not.
I guess the rate of use also comes into place when choosing which aircraft FDS decides to rework. For example, the B737s and A320s are much more used/can be used more frequently in a shorter time than the B747, which can make a single flight in 10hs, whereas the A320 can do 5 flights by the same user in a span of 2hs. Thus, in the long run, the A320 is more profitable than the 747.
Though I could just be talking nonsense and there’re more variables covered behind our backs.
TL;DR
The Community influences a lot of our decision making. But there are many aspects that the community is unaware of (for obvious reasons) in that process that takes place being a business.
Hopefully if the C-17 did get added, there would be a way where we could do reverse thrust in sim for things like tac landings just like we can in the Herc.
