  I remember hearing it at one point but I don't quite remember it fully...

Do you fly at odd altitudes (EX: 33,000 ft) when going east or west?

The chart is actually applicable to non-RVSM airspace, which is very rare now with advanced instrumentation and the like.

Current state, with very minor exceptions, you would fly odd flight levels 360-179 and even flight levels 180-359.
