I already know how to read the vertical profile, but i have some questions.

so if i was flying from WPT1 to TOC while TOC says i need a speed of 300kts en-route to it, and the vertical profile says 250/300/78, does that mean i use 250kts below 10000 ft and 300kts above 10000 when enroute to TOC?

Yes, the first part is for under 10000 feet, the. second is above 10000 feet, and the third is above FL280. The order is usually reversed for the descent profile
