Question for atc (preferably expert)

So yesterday I was on final at Birmingham, the frequency was very very busy and I heard noticed the controller telling a few aircraft that the airport is busy and they are not accepting incoming traffic but then still accepting other incoming traffic. I’ve always wondered the reason for this

Hi. Most likely they were local flyers (flying in from too close). The reason why they are denied can be found in this thread.

Most likely ‘local flyers’ being turned away. These are piolts who take off from nearby airfilelds, these kinds of inbounds can really disrupt an established pattern when an airfield is very busy. We usually accept all traffic but at certain times may have to refuse some to maintain efficiency for everyone else.
