What is a VA?
A VA is an Virtual form a real world airline.
(the VA is in no way related or affiliated to real airline) .

You need atleast 3 to 4 staff members to get VA started in an initial phase but as the VA progresses the number of staff members required will be going up.
About the operational plan
You need to write down how are you going to run and operate the VA, what is your aim and what are your plans regarding the VA.
