Question About Transitions

Hey guys. So when I give a plane a transition, and I look at the airspace for the floor and ceiling, how to I know what the transition altitude will be? The rings have different numbers. I have searched for this on the forum but I’ve gotten a lot of different answers.

Towers airspace in IF is from the surface to 5,000 AGL, and a 5NM radius. When issuing a transition altitude you want to make sure it’s in that range, and no less then 500 feet above area traffic.
