Only fuel emergencies, when you have emergency low fuel. A message will pop up to announce emergency to radar frequencies (center approach and departure), and I think it’s a prefix to your message on local (ground and tower) frequencies.

When I try to do a fuel emergency, is there supposed to be a button?
I think it’ll only show when you really have low fuel. Haven’t done that myself.
When you actually have low fuel, a button will appear.
Please also note, your flight must be 1hr or longer for this message to appear when you have low fuel.

Currently, only emergency fuel can be declared to ATC. A message should pop up and when ATC get it, they will prioritize you first and try to get you on the ground, possibly delaying other aircraft from landing.
Presumably so you can’t say takeoff 5 minutes from the hub on Expert Server with basically no fuel and immediately declare a fuel emergency to get priority in the approach queue.
