If someone does the purchase on the phone will I be able to log in the account I did the purchase on my iPad?

If this is regarding say for e.g purchasing a infinite Flight Pro subscription - yes as long as you are signed into the same account, you can access it on your iPad even if you purchased the Pro sub on your phone.
