BA293 bound for Washington-Dulles made this turnaround over Connecticut and seems to be heading to Boston now. Does anyone know what’s going on? I can’t listen to ATC right now.

Might have but wouldnt a diversion for a sick passenger still constitute a 7700?
No, squawk 7700 is only required when ATC assigns it due to a busy airspace.
