They do, I know Airchina has daily flight from Beijing to Pyongyang. Also because North Korea was kinda by their self for the past few decades, so it’s hard to catch up now. So air travel was still not a common thing for North Korean people

Fly where you please! The only no-fly areas are those with temporary TFR closures 🙂
